Well to my suprise this is called criminal trespassing and you will be given a citation for criminal trespassing and a court date in front of the judge (this means you would have a criminal record if found guilty) if you are caught fishing or boating. Until the city decides how to capitalize on the new body of water the general public is not allowed to fish or paddle in the lake.
